Value has several different meanings and use of the term can be confusing.

In the context of evidence-to-decision frameworks, or making recommendations or decisions about treatments, value refers to the value that people attach to outcomes. Some outcomes are more important to people than others, for example, being disabled because of a stroke, or dying is more important to people than minor symptoms that last for a short time.

How much people value different outcomes needs to be considered when weighing up the desirable effects of a treatment against the undesirable effects.

Utility values are sometimes used as a measure of how much people value outcomes.
